T: macpdu2wireshark: add MIB logging

The tracer macpdu2wireshark can send MIBs to wireshark.
This can be disabled by passing the new -no-mib option.

openair1/SCHED/phy_procedures_lte_eNb.c has been modified
to have a new T trace with the MIB.
