The ENB-UE-S1AP-ID and MME-UE-S1AP-ID were not encoded correctly 

Instead in two bytes the ENB-UE-S1AP-ID was encoded in three
For value 2 the correct encoding is `02 00 02 00`
and not `03 00 02 00 00`

And the MME-UE-S1AP-ID were encoded in 5 instead of 4
