add additional formatChecked() and vformatChecked() wrappers

Summary:
Add wrapper functions for directly appending to a string, similar to the
existing format() and vformat() wrappers.

Test Plan:
Converted some existing code using these format() and vformat() wrappers
to use formatChecked() and vformatChecked().
