Merge branch 'enhancement-64-phy_test' into 'develop'

Enhancement 64 phy test

this branch (re)-introduces functionality that allows to run the eNB as a signal generator and the UE as a vector signal analyzer (old OPENAIR2=0). 
Tests mostly pass (as good as before).
