function nr_generate_dci_top and nr_generate_dci has the frame_parms parameter, whose type is the structure NR_DL_FRAME_PARMS.
The better way is to pass the parameter as a pointer.

I have to revert this to be consistent with the OAI gNB.
But I think it is wrong to take the BWPSize from scc or scc_SIB, and the BWPStart from DLbwp[0].
