Summary:
Switch existing code to gen::byLine.  Also fix namespaces in
folly/experimental/(symbolizer|exception_tracer).

Test Plan:
fbconfig -r folly && fbmake runtests_opt, ran non-test folly
binaries by hand, fbgs for other uses (there aren't any)
