CI: fixig failing OAI UE + USRP + OAI eNB test

  -- scenarios were using FDD 5MHz conf file w/ active RRC inactivity timeout
  -- since we are waiting very long that UE is sync'ed w/ eNB, timeout occurs and UE is released
