When $USER is not set (Yes we did !), extracting protobuf fails.
Wh avoid this by using the 'id' command both to get user and group ids.

root user is not tied to a container.
Let the possibility to build when we run as a regular user in a
container.

Using "--allow-unauthenticated" with apt-get disables package verification, allowing to install untrusted/modified packages into the development system. Fixed calls to apt-get to make sure that packages are verified.

- install package 'vim-common' to have 'xxd' needed by the compilation
  process of the T tracer
- change the way xxd is called so that no file is created in case
  of error

Since there are some error can't compile for 38311-f21.asn Version, NR RRC ASN go back to 38331-f10 version

- use OAI location to retrieve asn1c
- use a specific commit instead of a branch name
