- Update target dockerfiles to copy E2 SM

	- correctly scale REs. Some REs have higher power during PDSCH RE-Mapping which is corrected.
	- Closes: Issue 811

- Add Jenkinsfile, triggering Colosseum test run
- Add test scripts that interact with Colosseum running
