This reverts commit 2aab8b6d.

Let's see later what to do with this problem (if it is a problem at all).

Add a warning at compile time: mbsfn_SubframeConfigPresent is missing in the structure CschedCellConfigReqParametersListElement.

This is to make the previous commit a bit robust. Since we hardcode
the SIB sizes we need to ensure that the value is correct.
Hackish. To be reworked properly later on.

This is not correct, notably regarding SIB settings.
When openair (at least oaisim) calls mac_top_init the SIBs
are done generated yet. Their sizes are thus unknown.
We cheat.

Note: libscheduler.a has to be put in openair2/LAYER2/MAC/
It's not included in the git repository.

This commit permits one UE to connect.
It implements some very basic support for
SchedDlTriggerReq and SchedDlConfigInd
(and also a bit SchedDlRlcBufferReq)
(see schedule_ue_spec).

There are many assumptions everywhere.
This is very preliminary work.

We may discuss about this, I personally prefer to avoid
memory allocations.

Some more work is needed. For the moment we use minifapi.c
as implementation of scheduler. In the future we will link
with some externally provided scheduler.
